People don't seem to understand that about smaller weights in general. None of these guys have much say over who they fight. They are not big draws, and hold no clout over their managers or promoters. Not even the names that matter like Rigo or Santa Cruz or Frampton.

They can say who they want to fight all day, it probably won't matter.

If either of these guys are with Haymon or Rigo ends up with him, the fight won't happen if we are basing it off recent fights that guy has put together for his "clients"

I really like this match-up, and now seems like a great time to get it done. Leo is supposedly fighting on Sept. 13, and Rigo just had an easy out. I doubt the WBC/WBA will get in the way of a unification.
