I don't think he is. I've seen refs call it but never punish him. He just usually gets favourable treatment because of who he is. I think the last time he actually got reprimanded was the first JLC fight.

No he's definitely been reprimanded many times since then. But Mayweather is sneaky dirty and that's why he gets away with it; he rarely does it for the ref to see. Look at the shoulder bump he got from Canelo that was so blatant. And you couldn't see why he did that until replays showed that Mayweather was rubbing the palm of his glove against Canelo's face. He's just got at covering up and away from officials.

Yeah I don't think he's ever done it so much since then to warrant that but perhaps I'm missing a fight.
