I did look it up. They no longer allow testosterone exemptions. I see absolutely nothing about a 1:1 ratio.

NSAC doesn't do 1:1. NSAC switched from 6:1 to 4:1. And 4:1 is also the ratio that WADA does, which in turn all the anti-doping organizations follows around the world. None does 1:1.
