Could Arum be preparing for a title unification

Bout at 140. I haven't read any set weight at which Algeria and Pac
will potentially fight at so could there be plans to have Pac drop to 140 and grab the title while a Garcia and Peterson bout happens with Garcia taking the IBF setting up a super fight in 2015. Just some thoughts.
