So Salka is actually a tune up level opponent after his last loss so that Garcia can gain some confidence back after the dominant beating Herrera gave him. That's why they picked Salka, it all makes sense now.

Most fighters do that, after they lose to an opponent they fight a low level fighter as the first step on their comeback trail. And that's what Garcia is doing.
