          The problem is none of these guys want to pay for it, it costs significant amount of money for a fight they already never wanted to take (on financial grounds).

          I think Wlad was VADA-tested for the Povetkin bout.

          Bernd Boente, the manager for WBO/IBO/WBA/IBF heavyweight champion Wladimir Klitschko (60-3, 51KOs) has advised BoxingScene.com that his side will only agree to the use of NADA [Nationale Anti Doping Agentur], based in Germany, as the drug testing agency of choice for the upcoming fight with mandatory challenger Alexander Povetkin (26-0, 18KOs), scheduled for October 5th in Moscow, Russia.

                NADA (National Anti Doping Agency)is affiliated with VADA. NADA is based in Germany and Vlad is tested by them, as well as his opponents are when fighting in Germany.
