Yes,he has the best wins.
But he also lost to the very best he's faced. Unlike Manny and Floyd.
Overall, i think they''re on the same level. B-Hop might be likely ahead because of longevity.

I love me some B-Hop. The guy is a legend no doubt, but Pacquiao has the best resume in my opinion. Say what you want about him, but what he's done is mind boggling. And I know what you guys will say, "but he should have lost to Marquez 4 times," "but he was knocked out." It doesn't matter. For me, he's the most special fighter of this generation followed by Hopkins and Mayweather.
