heres another thing that could possibly be at play here.......

This fight didnt go to purse bid because both sides thought they could make a deal. That was before Shaeffer left GBP. It is entirely possible that since Porter is not signed to GBP, and therefore does not have the contract protection of "minimum purses" or any other contract provisions, there could be problems with the negotiations between Porter and GBP.

Obviously GBP will not take a loss on a fighter they dont promote.

If thats what this is about, then it will have to go back to purse bid......

This is from an interview with Shawn's dad from 2 weeks ago after the fight was apparently confirmed.

Porter's father and trainer Ken is hopeful that history doesn't repeat itself and that the fight comes to fruition.

"You know I am somewhat concerned about that. I just said to somebody the other day that I am concerned that this guy has had situations before and you go through a whole entire camp and he pulls out at the last minute and you can't get a replacement. That is a concern. We need to sign contracts so we can move forward but yes that is a concern," Porter revealed.

From this and a few other sources it looks like Brook has yet to sign and send off the contract even though the fight was agreed in principle so make what you want from it.

This looks to be the most likely situation. Oscar is not going to keep getting out his chequebook for fighters he hasn't signed now shaeffer/Haymon aren't running the show.
