He knows how to exploit opponents weakness, get them to fight his fight to a certain extent. Kind of like a bad version of Hopkins. He showed good ring generalship combined with fauling and some luck against Matthysse. He also stayed composed and waited for the right opportunity against Khan. I don't think he can adjust to someone with far superior boxing ability and footspeed but everyone has a weakness. Garcia made the most of what he's got.
Yes, he definitely adjusted vs Khan and Matthysse. Vs Khan, he realized trading with Khan wasn't going to work because of Khan's handspeed, so he stayed calm and timed Khan.
Vs Matthysse, he realized he could take his power, so he came forward with a high guard taking minimal damage and winning a decision. Garcia even used his feet at times to move away from danger and reset Matthysse.
Herrera was just a very tricky fighter. He is very good, he beat Provodnikov without taking too much damage, so it shows he knows what he's doing defensively.
He is alright at it but he runs into a big issue a lack of real variety in his offensive game. How many ways can you get someone with a left hook? I exaggerate because he can throw a jab and right hand but he can't use just those tools to beat a top level opponent. His uppercut is not a bad punch though.
