And I'm not sure, it's not like PEDs come without risk, they increase your risk of heart attack, stroke etc etc... so I'm not sure that every fighter will just willingly hop on the juice knowing the health risks.

And to be fair, tests have made some strides, USADA now uses the carbon isotope ratio which detects any amount of synthetic androgens in your blood stream, irrespective of the dosage, but of course many athletes could juice off season and retain many of the benefits when they start camp.
CIR only picks up exogenous testosterone. It won't pick up novel designer anabolic agents, for that you need to use a protein bioassay to test for androgen receptor stimulation along with with recruitment of nuclear receptor coregulators. This technique isn't get yet used in routine testing.

Maybe Brook can hurt Porter? Doesn't seem to have been considered yet.

It is hard to be that confident in Kell's talents at this level apart from three things: he has a powerful jab and he is an accurate puncher, and he is too good for domestic and European level fighters - so he has to be competing at this level to be in interesting fights.

But he looks like he struggles with pressure. Porter is a bit of a crappy style match-up for him.
