Who has the Promoter License? Oscar or Richard?

Now that Richard resigned from Golden Boy, will he do what everyone is predicting in starting his own promotional company with Al Haymon, or join Mayweather Promotions?

Doing either will require a promoter license! Is Richard the one with the promoter license or Oscar? Or, both?

I hope Richard goes a different route (business wise) so Floyd and Haymon can get shafted, after all...Richard and Oscar are real life compadres, and Richard stated that it's in his best interest that Golden Boy continues to be succesful, as he is proud of still being a major stock holder in the company.

Floyd is banking on Richard jumping ship, I hope Richard don't! Just so we can all laugh our asses off!
