no one mentions the positive aspects of having a weak HW division ...
and I can think of at least one. look at it this way. you have some brand new HW boxers considering whether to start a career or not... I think they'd be more inclined to do so (therefore bringing in more new fresh talent) when the division is weak and up for the taking.
