Both! They were born there, lived there a long time, speak the language, and are part of the local culture. Some combination of the above is what it takes. Some fans or local fans will prefer one over the other because of personality, fighting style, behavior, etc., but they are revered as Puerto Rican greats and are beloved.

Because having arum involved put limitations on the fighters they could use. If it wasn't for his grudge against Golden Boy, they could have used some of their fighters and potentially made a GREAT card as opposed to just an OK card.
