Broner looked really poor in his last fight. He hasn't changed it up at all. Still getting caught with overhand rights, turning his back on his opponents and throwing lazy slap-punches.

I would like to see Maidana vs Whoweather, Rios (I know Top Rank but to show that °°°°ing African what's up) vs that °°°°ing African, Garcia vs Khan || (Garcia needs to move up now while things are heating up at Welterweight n up.) WAR MAIDANA WAR RIOS WAR GARCIAComment

Ok so Broner is mediocre. So what? Has that ever stopped Arum from putting those kind of fighters in front of Pac? David Diaz? Rios? If the cold war ends up being over I'd love to see Pac smash on that clown.Comment

Even if promotional squabbles and premium-cable battles weren’t obvious obstacles, Bob Arum doesn’t think boxing consumers would be overly interested in the Manny Pacquiao-Adrien Broner bout Broner publicly discussed last week.
“As far as Broner is concerned, let’s be honest about Broner,” Arum told BoxingScene.com. “There’s all this nonsense and all this media attention that he got. The kid is a mediocre fighter. I mean, he got exposed by Maidana. And then in his last fight against Molina, a guy who can’t fight and hadn’t fought for over a year, he struggled with the guy. So, I mean, he can call out Manny and so forth. The point is, he’s not competitive with a Pacquiao.”

Not saying Broner beats Pacquiao but look at how Arum decides for Pacquiao.
Pacquiao is a slave, he is not his own man and will be proven he's not once he resigns with Top Rank. A mentally weak beta male let the real men take from him and control him. That's the law of nature, Pacquiao never says no, he accepts.
