Vitali has/had a lot of leverage for the WBC...he was one of their 'Golden Champions' shall we say, and you can see the influence he has by his continued leaves of absence without being stripped, extended deadlines, Emeritus titles etc...it's very likely Vitali agreed the condition for retirement being that Wlad would get a direct shot at the belt. This is very likely to happen.
It's a good thing I think...Pulev can hang on a bit longer and he could have the chance to become undisputed champ by beating Wlad, I don't think another 6 months or so will make too much difference. Having one champ is what we need, and for these belts to not be floated around. Although the WBC is a bit off with how it deals sometimes, I still view that as the best and most respected belt, and the true champ should have that...not just a title holder.
I see why people perhaps think guys like Wilder/that whole group should have the chance but although the division could benefit from more exposure in the USA, we don't need some inferior fighter being a protected belt holder in the States...the division could really become big in the States if an American fighter fought and became Undisputed champ...best way to do that potentially or shall I say get the chance to, is for Arreola to win, and to fight Wlad straight away. Then Pulev can get his shot and Wilder should fight those WBC contenders to truly PROVE and EARN a shot.

He doesn't want to make the killer move to fight one of those dangerous guys who can give it back aswell as take it.

I understand why Wlad fans want to see him get the Arreola-Stiverne winner, and honestly he deserves it and he's earned it... but just as a fan I would like to see a quasi-tourney between Arreola/Stiverne/Wilder/Jennings/Perez/Fury/Chisora, and then do a huge undisputed unification showdown.
But let's be honest, this is boxing, someone will mess something up at some point.

The titles can be unified after that.

Let me demonstrate that with an example. Every harcore fan knows that the best SMW in the world is Andre Ward, and that Arthur Abraham's belt is as paper as it gets. BUT to casuals in Germany, Abraham is a hero. Two division champ, three time world titlist. They couldn't care less about the level of his opposition. And Abraham fights in sold out venues, and his matches are regularly broadcast on German TV. Would it be any better for the sport of boxing if Ward had that belt and Abraham wasn't "overrated" by casuals in Germany (and Europe in general)? No, on the contrary.
So, once one guy has all the belts at HW then we will have no paper champs and hence, everyone will be "forced" to take notice. I don't see how having one true world champion hurts the sport.
