In Canada the age of consent is 16, but 12 - 13 year olds can sleep with people up to 2 years older, and 14 - 15 year olds can sleep with someone up to 5 years older. Despite the age of consent being 16 participating in sexwork under the age of 18 is a criminal offence (for obvious reasons).

So it would be nominally illegal here, but unless there was an issue of consent it's highly unlikely charges would get pressed. If her story was, "First I didn't want to make out, then we did, then I got wet, then we ****ed.", then I really do feel sorry for the 18 year old guy.
