Rocky was not inducted as a fighter, rather as a "Non-Participant - Those who have made contributions to the sport apart from roles as boxers or observers." The Boxing Hall of Fame has journalists, photographers, ring announcers, etc. And lets be honest here, Sly was a GREAT ambassador to the sport - who in history inspired more people to lace up a pair of gloves? Very few if any.
