The reason a beard isn't allowed usually, is because in clinches and what not, it can rub and irritate the skin of the opponent. It causes issues that way which is why it can be demanded to be shaved. When I don't shave for a few days my beard if it rubs on my shoulder causes annoying irritation imagine if someone uses it purposefully.
