Because beards are abrasive and fighters can rub their beads in an opponent's eye in the clinch or rub it in a cut to worsen the bleeding.

Kimbo's not fighting at an elite level where the rules are taken seriously, either. He's a sideshow attraction fighting no hopers in dingy smokerooms for easy money with few regulations. No way in hell would any respectable commission let him step in the ring like that on fight night.

Remember all the fuss about Margarito's beard going into the Pacquiao fight? Pacquiao ended up telling the commission he was cool with Marg's beard, but the commission wanted that **** off of his face for obvious reasons.
