Because it is an irrelevant fight, and Pacquiao is under the Top Rank banner.

I'm sick of hearing people saying Pacquiao signing extensions is a logical move when boxers with lesser names are trying to break away, and fighters before have became even bigger when they left. It's clearly an illogical move, and it is pretty fishy for him to stay especially with the financial problems and him missing money.
