1.5 is low for boxing standards for this kind of fight but i personally dont consider it low at all. Hes a Haymon fighter and is coming off big win so i can see him getting a PPV upside.

On the other end he was thrown in there at last minute, comes with a somewhat small fanbase, so i can see him trying to seige the opportunity by taking low money for chance to de-thrown Floyd.

Both make sense to me and him taking the low end might be what knocked Khan out of running. But we dont know
