What was the official cause/start of the "Cold War?"

Firstly, let's clarify what the "Cold War" is. The "Cold War", to me, is when GBP and TR stopped doing fights. Everything else - Oscar/Arum insulting each other, Pac's cash in the briefcase fiasco, etc is all about the tension between GBP and TR. They were still making fights while they were beefing.
So why did they stop making fights?
It was around the point they couldn't get Pac-Floyd done. At some point, the steroids accusations took hold to the point that even Oscar himself started insinuating that Pac was on something. It went from the Mayweather family doing so to Oscar showing solidarity with them.
At that point, Arum says unless Oscar apologises to Pac, they will never work together again.
At this point, Pac's star is ascending, to the point where Arum leverages against a Pac fight. He lured JMM from GBP, then Mosley (which caused a rift between Oscar and Shane). It honestly felt like he was ****ing and trying to destroy GBP.
At this point, Schaefer is actually the one talking about reconciling, saying he would be happy to make fights but Arum isn't having it. Richard didn't sound totally convincing but he absolutely did not have the mentality he has now, where he would rather slit his wrists than work with Arum. At that point, if Arum relented.....maybe they could have sorted it out.
The Cold War was started 100% started by Arum. At that point, GBP weren't as affiliated with Floyd and taking it up the ass as they are now. At some point, GBP became a Mayweather-centric outfit and it was at that point Shaefer decided he was happy with the Cold War, especially with Espinoza taking over at Showtime.
And that, people, is how the Cold War started.

Got a few good replies in that thread, far better than most here. Also links to a more in depth view. The guys saying it was pac signing with GBP are correct.
Long story short: Pac foolishly signed with GBP while also signed to Top Rank. Both companies went to court and reached an agreement where Top Rank would keep Pacquiao, but they had to pay GBP a percentage off the profits from Pac's fights. It was around this time that they co-promoted fights like Cotto Mosley, Pac JMM2, Margarito Mosley, etc. Eventually GBP filed another lawsuit claiming Top Rank had deliberately misreported profits from Pac's fights, and inflated the costs of making the fights, ultimately reducing the amount of money due to GBP. And that's all I remember off the top of my head.
I really suggest you look up the links in that thread, they offer a lot of insight.

I believe it was Pac's fault.
He was the most sought after talent in the sport at the time and him lacking business sense (due to obvious reasons) just made a couple of wrong moves which lead to a power struggle and a couple of lawsuits.
Floyd/Schaefer vs Arum/Pac, HBO vs Showtime, overlapping dates, etc just added fuel to the flames.
