Because in his mind he has arrived, and for whatever reason, he thinks that means he can sit back and cherry pick for money until he retires. Greatness, legacy, etc clearly isn't his goal. Winning the Super Six and becoming a name was enough for him. Only problem is his name isn't big, and no one is going to fight a guy who offers low money, high risk.
How would you know this, sounds like typical forum speculation. No telling what Ward's actual plans are because he still trying to break his contract with his promoter. Seems like Ward has decided to stand his ground so unfortunately we might not see him in the ring for a while.......

Not speculation at all. He's solely chasing a Chavez Jr fight for quite some time now. Why would he chase a burnt out 160lb fighter for a fight at 168? Money.

Ward doesn't even have good power at super middleweight, what makes you think he'd do well at light heavyweight, cruiserweight or heavyweight? Maybe he can have some success at light heavyweight at this point but cruiserweights are way too huge naturally let alone heavyweights.

His holding and pushing style won't work on anyone legit at 175 or above plus his conditioning is subpar for that.
