    The straight answer to this your scenario is that any promoter can chose not to participate in such a sanctioning body mandated bid process. This means the nonparticipating promoter is NOT making its fighter availabale for the fight. In that case, the sanctioning body's rule usually allows it to offer the bid slot to the promoter of the next fighter in line, according to its ranking. This way, the process is never stuck.

            Showtime got suckered? It seems that HBO/Top Rank is looking weaker month by month. Their fights and cards just doesn't have any quality to them and Showtimes puts on more cards and boxing in general. They are showing their genius by building their fighters profiles with more publicity and everything. Who is honestly going to watch a top rank/HBO card when Showtime boxing is on? HBO is losing money and Top Rank looks weak every card and PPV.. They the only ones talking boycott the other side.

              HBO didn't even put on that Burns-Crawford match. They sparsely put on fights now, it's obvious Showtime is making money and HBO is losing money. None of HBO fighters even come close to getting paid like GBP fighters.

                Examples other than Floyd?

                Mikey Garcia made 750k for a gimme defense..... next highest paid in that lower weight area is LSC 500k on PPV, Mares's biggest payday on regular show was 300k.

                You really think spending a million bucks on this fight was a good idea?

                  Salido would have beat this guy easy in his early days. Lomachenko chose Salido because he figured he was old and used up. Well, he got schooled by an old, used up journeyman, and now Lomachenko is going to outbox Gary Russell? Gary Russell must be connected to get this sweetheart of a deal. A real contender, like Fortuna or Bethelmy would eliminate both of these frauds.

                    The other guy (who Lomachenko knocked out in 4) was Intercontinental WBO champion with 24-3 record, never stopped before.

                    Loma should KO or UD Russell, they're in different leagues.
