He and his team are ducking Ward, he still could have called Ward out, and waited for the response. His team did state they had unfinished business at 160. This is the way Bob Arum has done business especially in the last few years. He dangles a big fight in front of one of his fighters along with the extension, if they want the fight to go forward.
