two ATG boxers, mayweather and marquez, ducked Khan so you think he should be ATG based on that? and bradley isnt an ATG but he was an elite at 140 and also ducked khan... what you think, does khan qualify for the ATG label based on trying to make fights with those boxers but being ducked by them?
you can say you need to become atg through your fights but what i'm saying is if you try to make those fights but get ducked by the fighters what more can you do? you tried and they ducked. so the opportunity to fight them and follow the regular path to "greatness" isn't open because everyones ducking.
