He's too vertically small to reign as heavyweight champion. He's running on boxing fundamentals alone and we saw how far that got him VS Wlad who physically toyed with him.
There's also a possibility that despite being a better boxer than Wilder (et al) and having just as much muscle mass, he just won't be able to get past the range disadvantage.
People were disappointed that he didn't walk through "smaller" Huck... Well they're basically the same size...

If the ref does his job then Povetkin can definitely compete at heavyweight.
Only prime Vitali and MAYBE ( and that's big one) prime David Haye would beat this Povetkin. If Haye fights this Povetkin after his (possible) comeback he would get knocked out and I think he knows it.
