tim austin has more of a claim cause he at least was a dominating force at one point even though it was at a lower weight class. austin was ibf bantamweight champ for over 5 years.

arthur hasnt stepped out of the uk scene as far as i know and he was still stopped in his home country. did he talk about fighting pacman somewhere cause if so he is either looking for money or just crazy.
