that's not how it works.

you get into the hall as a boxer in the modern, old timer, or pioneer category. paulie would be evaluated as a boxer by those standards. he shouldn't and won't get in as a boxer. that's just crazy talk.

he'd be evaluated as an "observer" if he were to get on a ballot for his work as a commentator.
