For me, Joe Cortez was the most consistently annoying ref I've ever seen. I think the guy actually thought the spotlight was on him.

in the 25+ years that i've watched this sport, no ref other than Richard Steele annoyed the **** out of me as much as Laurence Cole

Many of those I would include have already mentioned. I'll add Larry Hazard who IMHO is one of the most overzealous, overactive officials I've ever seen. At least when it comes to blocking broadcast TV cameras.

Joe Cortez catches a lot flak, he went to sh-t at the tail end of his career but one thing i'm always grateful of as a fan and what any fan should be amazed by is that Cortez let Marquez continue fighting after the 3rd KD of round 1 in the Pac fight. Marquez looked very discouraged and even hesitated to get up like "Damn, should I even continue" with his forearm on his face. But Cortez let him continue instead of instantly waving it off. It's one of his best performances IMO.
