If your body fat is 9% you should stay pretty close to where you are. A body fat of 9% is a good weight for a boxer. Keep your body fat between 5% minimum and 9% maximum and fight there. If you go too low you will only weaken your self.

147 sounds comfortable and healthy for you.

It depends on your natural weight? If you are Naturally around 150 to 154 then maybe 147 is ideal. Fighting at 135 doesn't necessarily mean fighting shorter guys.

I kind of agree with this. Either he is one of those guys with a very wide build (Tyson esque) or he could stand to lose a few pounds.

If your body fat is 9% then you can't get down to 135 without losing muscle. 9% of your weight of 154 is about 14 pounds. If you had zero body fat which is not possible you would still weigh 140. You need at least 5% body fat to stay healthy. If you took your body fat down to 5% you would weigh about 148 so you could easily fight at 147 or you could dry out and make 140 and re-hydrate after the weigh in. Forget about 135 because you are too big for that weight no matter how short you are.
