well to be fair dont people usually get grandfathered in with the old policy if he they had an agreement, I think its against the law to change the rules on somebody or something like that, that why sex offenders before X date do not have to register as sex offenders (tyson, tupac), that why old prisoners can still keep their beard and shit other out of compliance etc etc.
