If Manny vacated the WBC belt, and Floyd was the mandatory challenger for that belt, what would you guys say?

The WBC recently dropped a big hint that they’re going to try and force Floyd Mayweather Jr. into defending his WBC welterweight strap against Manny Pacquiao in the very near future. The WBC elevated Pacquiao to #1 in their WBC rankings at 147, which puts him right underneath champion Mayweather.
However, if the WBC chooses to make that move by ordering him to fight Pacquiao, Mayweather says he’ll vacate the belt and give it to Pacquiao rather than fighting him. The WBC would then have Pacquiao as their champion instead of Mayweather, and that’s probably not a good trade because Mayweather’s fights are doing better business right now.
Mayweather told Fight Hype “Everybody’s talking about the title he’s the mandatory. He can have the belt! A belt don’t make me. A belt doesn’t define Floyd Mayweather.”
