I just saw the whole interview on ESPN.
Manny Pacquiao's statement is very clear for those urging Pacquiao to make the call since Floyd Mayweather Jr. already did so with Pacquiao turning down the $40 million flat rate fee offered by Floyd.
Manny Pacquiao as of right now is waiting for Floyd Mayweather Jr. to call him and say Yes to the fight so they can begin the negotiation.
Manny Pacquiao is more than willing to make the fight happen for all of boxing fan's demand but Floyd is very unreachable even unwilling to sit and be interviewed by ESPN.
Right now the whole world is waiting for Floyd Mayweather Jr. to make that phone call. I repeat to all his fans please bring out Floyd and have him call Manny Pacquiao.

Who has been given more than $40 mill guaranteed and refused? Floyd.
$40 million to a guy that is expecting 50/50 is a huge difference. Now Manny was willing to give in a bit but again, that was not a serious offer. Some say that fight could have generated $150 to $200 mill plus. So it doesn't take a genius to know why it was not serious.
You said an amount that Floyd was guaranteed ($35 mill). So why should Floyd get the possibility of 2X or 3X or more of his old guarantee while Manny would have to calculate if he is going to even get as much as he usually gets once you take into consideration the expenses that come with that $40 mill?
Offer was not serious. Even objective Floyd fans admitted to that .... time to do the same.
