Arum compared the persuasion and deceitful tactics both Mayweather and Hitler used to convince their fans with lies.
This was more of a jab towards his character.

          For example when Arum says:
"Well sure it is and it's time to really talk it up. It's outrageous. What do you mean take the test? For two years Pacquiao has said that he will take any drug test whoever administers it so why is that still being talked about by Mayweather? You see Mayweather is from the school of propaganda that Joseph Goebbels, who was (Adolf) Hitler's publicist, adopted. The more you say things over and over again the more people believe them.

Is this not true with both Mayweather and his fans?

Top Rank CEO Bob Arum blasted American boxer Floyd Mayweather, describing the American's statements on a possible mega-fight with Manny Pacquiao as "Hitlerian."

“I know you are younger, [but in] the second World War, Hitler did that to the world,” the outspoken promoter said, referring to Mayweather's statements about Pacquiao.

In contrast, the promoter compared the Filipino champ to Winston Churchill, who led the United Kingdom as prime minister against Adolf Hitler's Germany during World War II.

“When we look at our man Manny Pacquiao, there is more Churchill in him than Chamberlain," Arum said, referring to Neville Chamberlain, the British leader known for his policy of appeasement toward Hitler.

"He is gonna stand up to these outlandish statements and threats. He is not gonna let a bully like Mayweather bully outside the ring and push him around,” added the promoter.

“You have to understand if you talk back to a bully and you take a strong position with a bully, then the bully can back down and then logic will prevail and it (dream fight) might very well happen.”

“But it won’t happen if you keep appeasing the bully. Churchill taught us all that. I think Manny Pacquiao is cut from the mold of Churchill.”

This is not the first time Arum used a **** analogy when discussing Mayweather. In 2012, the promoter compared the boxer to Hitler propagandist Joseph Goebbels in light of demands for Pacquiao to undergo drug testing.

After the Top Rank executive made the Hitler comparison, the boxer's father Flord Mayweather, Sr. hit back, saying Arum, who is a ***, is the one who acts like the **** dictator.

“If he is gonna make a statement like that, yes he (Arum) is Hitler,” Mayweather Sr. said. “If he is calling my son Hitler, he (Arum) is Hitler... a Hitler and a *** and everything else that goes with it.”

But Mayweather Sr. also said his son’s camp is keeping their doors open for the possible dream match.

“[Floyd] might be saving the best for last, that's what it might be,” he said.

But until that happens, boxing fans have to settle for a Pacquiao-Timothy Bradley rematch be in April, and a Mayweather Jr. bout on May 3.

So the man who steals from his fighters, forces other fighters to sign with his company to get fights with other fighters in his company, and tries to dictate the time Mayweather has to accept a fight with his fighter (even though he never reached out to Mayweather) by giving Mayweather a countdown clock to accept a fight his fighter, is calling someone else a bully and comparing Floyd to Hitler?

So they say they will take the test no matter who administers it, then in the next breath they say not if USADA administers the test because they are in Floyd's pocket. Then they say they will take less than 50/50, then when Floyd calls him directly and makes him an offer he says no and he wants 50/50, but in Pac's next breath he says it's not about the money and he'll fight for free.
