I'm thinking the opposite. Why would Maidana but not Khan tell their fans to vote for them? Because this is all one big coordinated stunt. They're all GB.

The only reason Khan wouldn't ask his followers to vote is, secretly or not so secretly he doesn't really want to fight Floyd, or because GB has already told him Floyd is fighting Maidana. So Floyd will use the polls to justify his fight with Maidana.

The one thing we're forgetting is that Maidana was not ever considered for Mayweather until right now, unlike Khan, so thats the fight that really needs to be promoted. Watch and see, he'll fight Maidana not Khan.
