Any unbiased fan can blame both guys... but cant absolve one guy.. I mean Manny Fans make it seem like he bent over backwards to make the fight happen.. first round of negotiations Floyd agreed to everything Pacquiao wanted & that only thing Floyd wanted (which was his first stipulation was the drug test)

Floyd agree to Arena, smaller ring, glove sizes, 50/50 split... Floyd originally just asked for drug testing.. Manny ignored him.. then came back and said he was willing to do it but if he failed the drug test he wanted it in writing that floyd and his team wouldnt release the results to the media... funny how Pacquiao never tried to sue Teddy Atlas when he came out with this?
