This. Pacquiao is the only relevant threat to Mayweather's "0" who also makes financial sense. All the other threats, which there aren't many, he can avoid because they only appeal to real boxing fans. To the casual boxing fan, the only real threat is Pacquiao.

In Mayweather's mind, it's simple. Why risk my main marketing tool, the "0" by fighting Pacquiao, when I can "sell" fans on less threatening fighters and still get my financial guarantee. He can then retire undefeated, and in his mind as the GOAT both skills wise and marketing wise. King of the ring and PPV.

Pacquiao's losses inevitably cost him a shot with Mayweather. Pacquiao did what Mayweather is to afraid to do. Fight the harder challenges and risk it all. Now Mayweather sits on the throne barking orders, while Pacquiao is trying to revive his career.

At the end of the day, this makes Mayweather seem like a genius because let's face it, Pacquiao's appeal has diminished. (I don't believe his skills have diminished all that much) While cherry picker has grown into a walking legend. But true boxing fans know the truth, one fighter took the harder road and naturally had some road bumps along the way, the other took the easy route but leads people to believe his route was just as hard.
