Apparently, how things work, are that you can say "P4P #1" and mean "The number 1 welterweight". Which btw, Pacquiao is neither.

Pacman should fight Broner. That way Pacman fans and triangle theorist can concuct some delusion that in beating Broner, Pacman actually beat Floyd.

But Pacman is not the 2nd best welterweight. He lost 2 fights to the welterweight version of Marquez and barely beat a crippled Bradley. Ohh and last but not least, Rios was not a welterweight.

Well.... tell that to Floyd who has ducked the fight for 5 years and counting. You don't want to fight, okay, but you lose your spot.

And I can come up with the argument that Mayweather got rocked by a 39 year old mosley, who ran from Pac the entire fight. Also Pacquiao was destroying Marquez up until that freak punch. Point is, all of those things are irrelevant to the current matchup we're talking about.
