This is the issue here. So far the WBA has had no problem with having super and regular champs simultaneously in several weight classes. Why mandate a fight between them now? Do they even have rules concerning this? Is the "regular champ" supposed to be a glorified #1 contender or what?

I am 100 percent for "super champions," a fake designation anyway, fighting the "champions" the WBA decides to name. Thing is apparently the WBA only enforces this when somebody they have protected for years, like John, loses. They didn't require John to fight, for instance, Caballero or Gamboa, when they were "champions" below him. I bet they will likewise keep Shumenov from ever having to fight anyone with a pulse now that they have designated him a "super champion."
