Because he knew the shyt was about to hit the fan! This is why Mayweather left shady a$$ Arum. Do you guys really think Floyd was scared to fight Pac ? See Arum is starting to lose $ on Pac this is why he is changing his tune, but Mayweather's team is trump tight - Al Haymon / Schaefer - these guys are financial wizards - once they opened up negotiations with top rank all of the shady behind the scenes back alley shyt would have been brought to light - you think Arum's greedy A$$ would have blocked the biggest financial fight in the history of boxing, really - Top Rank would have been exposed a while ago - but the truth always makes it to the light. Now all of a sudden Manny's next fight is headed back to the States? Pac fans please use clear judgment, fighters are not scared of other fighters, especially with the skill set Mayweather poses he clearly will not do business with Top Rank, look at how his career has blossomed since leaving, hell look at De La Hoya's career after he left - I honestly think Manny is a hell of a fighter, but too trusting and naïve, and someone like Arum is the Devil in situations like this.

Manny better hire an outside firm and have his finances audited. Too many parasites making self-serving decisions for him.
In a way, if his political opponents are behind his tax problems, they've done him a favor. It gives Manny an opportunity to clean house and fortify his finances.

This whole case is seriously corrupt!
Manny has been caught with his hand in the cookie jar, and it looks like he is trying to get free cookies for life.
Manny looks to be getting into politics for all the reasons politicians usually do.

Manny Pacquiao is a great person outside the ring and an amazing fighter inside. This should not happen to a man who has achieved as much as he has and earned everything from a result of all his hard work, blood, sweat, tears, and years of dedication. I wish Manny the best of luck and hope that he is able to resolve all of the ongoing issues and come out of it unscathed.

In what could be a "rare privilege," a bill has been filed in the House of Representatives seeking to exempt boxing champion and Saranggani Representative Manny Pacquiao from paying individual income tax for life.
Pacquiao, who is currently embroiled in a case with the Bureau of Internal Revenue (BIR), deserves to be tax exempt for life because of the honor and recognition he has given to the country owing to his boxing skills, according to House Bill 3521 (The Pacquiao Act of 2013) filed by Valenzuela Representative Magtanggol Gunigundo I.
"This measure granting a lifetime individual income tax exemption to a Filipino who has gained outstanding international recognition in his field of endeavor will not only be a fitting expression of the nation's gratitude to countrymen like Manny Pacquiao for his achievements an in appreciation of the honor and inspiration he has been bringing to the Filipino people," the bill's explanatory note said.
Once enacted into law, Pacquiao would no longer have to pay individual income tax. However, all tax payments he has remitted to the government will form part of the state coffers and shall no longer be reimbursed to him, the bill said.
"All other incurred income tax liabilities for the previous years shall now be obliterated by the operation of this Act," the bill added.

Pacroid is going to end up broke as hell, mentally unable to think and throw mm in jail after ole Bobby boy and the Arum destruction team finish with him. I've never seen a guy so ****** that he can't tell after years of the same thing that he's getting screwed. Honestly Manny should be rolling in dough like a Iraqi Prince, instead he owns nothing. His home, car, clothes and probably the food he eats is all Arum's. But hey when your supporters are pretty much as ****** as the fighter what else can you expect. ........

In other developments, Pacquaio is said to be seeking a settlement with the BIR. So the question is, if you really have the documents needed and really paid up in the past, then why are you seeking a settlement?

Manila, Philippines – Boxing champion and Sarangani Rep. Manny Pacquiao is seeking an amicable settlement of his P2.2- billion tax debts.
Informed sources said Pacquiao’s lawyers went to the BIR Wednesday morning and discussed with tax enforcement service officials to work out an out-of-court resolution of the case.
