It's not as clear cut as that even using only the evidence that the short article presents since it says one of the victims believes that Stevenson participated in that incident in order to prevent something even worse happening to the girls - such as murder. It suggests that she thinks if he had enraged the boss by not participating, the boss may have killed one of them as a warning shot to Stevenson.

Again, each case needs to be considered individually, and in this case one of the victims is now defending Stevenson's participation.
