147 should be a healthier weight for rios..at 135 he was literally a zombie trying to make weight and at 140 he was still pretty drained. people forget how big of a guy rios is...

plus pac got knocked out unconscious in his last fight, he is coming off his longest layoff in his entire career, he'll be shorter and have a shorter reach, he's 7 or 8 years older than rios, he has been in 30 more fights than rios/more wear and tear, and most likely on fight night rios will probably outweigh pac by a few pounds (pac usually comes in at aroudn 148-150 on fight night)
