I think charr is the most deserving. Hes active, he fights people in the WBC rankings and he has a bunch of WBC regional titles and trinkets. He's not the best heavyweight available but neither is stiverne. If it was the best available heavyweights it would be wladimir fighting someone like pulev, fury or as sad as it sounds povetkin again.
