No, he said it when Pacquiao was still a prime Pac, and wasn't war torn and KO'd.

Toney knows what the deal is.

Obviously, the Pac of today isn't the same Manny of 2010.

I feel like if Manny and Floyd fought during 2009 to 2011 the outcome would have been very similiar to the Toney vs Jones fight.

The more athletic and harder punching fighter Manny embarrassing the more defensively skilled fighter Mayweather.
