I mean, it makes sense that they won't if you're going by the rules. Ortiz hasn't fought at the weight class, hasn't fought since June of last year and hasn't won a fight since April 2011.
How can you put him in the top 15 rankings let alone the top 50?
IBF would probably still sanction it if they do it without a title, and honestly if anything happens that causes the IBF to change their mind, i'll just assume it was some promoter arm twisting....
seriously though, if they still fought in a non-title 12 round fight on the PPV, does it really change your mind of buying it? I saw some people say they aren't going to buy it anymore since the IBF wouldn't sanction
