Pacquiao's only loss since Morales was a KO against Marquez, a fighter who is very good if not great in his own right. A P4P ranking means that irregardless of weight, these men would beat most everyone else in the sport. Still to this day, unless Pacquiao is completely shot against Rios which I highly doubt, Pacquiao is a guy who would, pound for pound, beat any fighter in any weight division.
In fact, if there was a rematch with Marquez, I would favour Pacquiao, rematch with Bradley, again Pacquiao. Up and comers such as Garcia, Provodnikov, Thurman, Broner, Khan and co would all feel the ferocious fists of Pacquiao, some of them may even be seriously harmed. I can't see anyone at 147 or 154 beating Pacquiao except possibly Mayweather or if Martinez were to move down in weight.
