I think he meant to say Bradley did the strictest testing ever. Bradley did VADA and NSAC (fabricated joke testing) while JMM had to be pushed just to take the NSAC (fabricated joke testing).

I think he is just trying to look good and strong on the issue after looking pretty weak on it in the past.

Although the tests may have gotten better as they tend to do over time so maybe they are testing for more stuff than ever, even with a similar amount of testing.
