That's because Chamber's quit fighting. He wasn't tired in the corner, nor did Povetkin make any adjustment's, he simply quit fighting. He was literally beating Povetkin from pillar to post with ease. I always find stuff like that suspecious. Just like how Johnathon Banks could've knocked Mitchell out in the rematch countless times, but never pressed the action after he was hurt.

Wlad needs to stop Povetkin, and I think he will, late in the fight.
Yeah, just like how Guillermo Jones had to practically beat Lebedev to death to get the win. It was reported that Hrynov instructed the infight physician not to stop the fight

If they can't beat Wladimir in the ring, they'll try and pull something outside ('failed' drug test etc).

He should go for it then instead of pawing with the jab for 12 rounds and throwing the occasional right hand.

Povetkin's activity and toughness made Chambers quit. That was Povetkin's best strength back then, carried activity late into fights and broke down opponents. Something he doesn't really do anymore since he hasn't come into fights in as good of shape as he used to. I expect him to be in top shape for Wlad though I doubt it'll matter.

I wouldn't worry about it. Wladimir will have about 40 rematches between and his bother written into the contract should he suffer a loss (which is unlikely).

I'm sure Wlad is well aware of his situation and plans on not leaving the decision in the hands of the judges. I'm pretty sure Wlad will stop Povetkin as long as he tries.
