I don't see how it could be. nsac (like usada), unlike vada, allows therapuetic use exemption

VADA has shown a good track record so far in boxing..they're an independent organization which means no conflict of interest...they're cheaper..they test Anywhere..they use CIR testing 100% of the time..so why not just go with VADA? why go through the trouble of creating and funding your own testing?

We should be asking Arum that question, on the 22nd of June 2013 before the fight was announce he claimed neither VADA or USADA would do any testing for this fight. The article is on here. Why would he say that? VADA are conducting Pac-Rios so why doesn't he want VADA or USADA for this fight since neither JMM or Bradley have both been on record that they don't mind testing (Confirmed by Bradley own trainer). So why is Arum stopping VADA or USADA doing the testing?
